Analysis of the response of the Pan American Health Organization (PAHO) to the COVID-19 pandemic in the Americas
The strategic recommendations are focused on improving the governance of the Pan American Health Organization (PAHO), the participation of member States in large scale health emergencies, and optimising the funding model to respond to future crises.
At the operational level, guidelines are suggested to intensify the integration of the gender and equity considerations in the management of emergencies. There is also a proposal to adapt the incident management system to address long lasting crises, leverage innovation to adopt new tools in technical cooperation with member States, and promote a technological transformation of the national health services.
At the organisational level, a recommendation is made to update the corporate procedures and management tools to operate in long-term public health emergencies, as well as reviewing certain staff policies in contexts of response to public health emergencies.
