Evaluation of the performance of UNHCR strategies and operations at country level

The purpose of UNHCR’s country strategy evaluations is to provide evidence to strengthen operational improvements in protection, solutions and assistance for people protected by the organisation, including host communities, in a specific country. This kind of evaluation focuses on strategic positioning, comparative advantage and the UNCHR’s organisational performance.

By underscoring lessons learnt, as well as strong points and operational challenges at national level, the recommendations help provide the basis for future UNHCR guidance regarding operational planning, resource mobilisation and programme implementation at national level. The evaluations give a central role to refugees and people with international protection needs throughout the evaluation process. The findings and recommendations are used to inform the planning or review of the Multi-Year Protection and Solutions Strategy at country level.

From a strategic point of view, Avicena recommends supporting national asylum and international protection systems, as well as improving the analysis and responses to large scale cross-border movements of people.

From an operations point of view, in a context of multiple crises (such as pandemics, natural disasters and conflicts), we propose strengthening cohesion in the protection and humanitarian assistance response, promoting the autonomy of refugees, implementing community protection measures in urban areas, improving integration in national social services, and developing collaborations with institutions that focus on employment and livelihoods.

Likewise, we advise optimising staff structures in national offices, applying corporate systems and tools effectively, and reviewing the funding model for the country offices.
